Hit Man wasn’t a bad show, per se, but instant recall can only get you so far. It doesn’t surprise me that it didn’t last.
It's possibly the dullest implementation of the idea. If they were trying to recall the events of a colorful performance or some wild obscura that they never even knew existed before tape day, then there might be something there. However, most of what I've seen makes it feel like you're watching a lecture and getting pop-quizzed before you could look at your notes.

Yes. The puzzles are the hook otherwise it is just a race to however many. Also it helps time out the show every day.

Didn't GSN try something like this with Wink Martindale as host and it bombed?

Instant Recall, c. 2010. I’d also argue that using Wink to add to the kitsch factor didn’t help. I also seem to remember that being an era where GSN didn’t know what it wanted to be outside of trying to make “shiny floor shows” a thing.

I think a little more direction for Instant Recall  it would have paired nicely with reruns of Oblivious.

Speaking of Oblivious, how come they never tried to sell a rerun package of that in syndication? I mean, if Baggage could get one, and Cash Cab could get one, why not try that?

(Not taking anything away from Cash Cab or Baggage, mind you, those were just two that immediately came to mind)

I had forgotten about this one and had to look it up. About a minute later, as I was closing my YouTube tab, I had an answer for your question.

Your overarching point, however, is solid. If Baggage was syndicated, then clearly the bar for syndication is very, very low.

Yes; both Hit Man and Blackout fared very well overseas than Stateside (the Triple Crown round is the only clip from the UK Hit Man on YouTube and I couldn’t find any from UK Blackout), though Whew! on the other hand would’ve been expensive to produce regardless of country (even if they borrow the opening intro).

Concentration was also successful elsewhere, especially in Australia; one episode from 1997 — six years after Classic Concentration ended — is also on YT.
