Several months ago, it was reported that CBS decided not to air a TPIR Million Dollar Spectacular. Then it was reported that it would air on Labor Day weekend.
Labor Day came and went, and no MDS.
So when is this going to see the light of day?

I don't remember a confirmation that the Million Dollar Spectacular would air Labor Day weekend, though there was some speculation to that effect.
The web site (http://\"http://www.cbs.com/daytime/price/about/justin/\") still indicates that it will air in September, which obviously didn't happen. I don't know when it will air now.

Apparently, there's been speculation at the show that CBS might use it to fill a hole in the schedule once something gets cancelled. That's pretty much all there is to go on right now, and even that is just a guess.

Odd, because the other MDSs did very well in the ratings. Has there been a decline with the most recent ones?

Didn't most of the specials air during the 8-9 hour? CBS is having success on most of their nights.

"Ghost Whisperer"'s renewed for a full season. It's done better than everyone expected.
And as of late most of the "MDS"s have been running on Saturday nights, which is not exactly the most important night of network television. I would assume that right now repeating their shows on Saturday nights to get some additional sampling is more important than an unaired "TPIR" to CBS. They'll probably unload it in December or January.

The placement/airing of the show has nothing to do whether someone wins/doesn't win the $1 Million.

Another possible reason why this got delayed even further: It may have featured a trip to New Orleans as one of the prizes offered, which also caused two daytime episodes this season to get delayed.

Hmmm. If someone did win the $1,000,000 and CBS never shows it, they won't have to pay off the winner.

Actually, the delay started before Katrina -- even before the storm hit, it was not on the Labor Day schedule (which is generally drawn up in advance).
