Does anyone know about the upcoming Presidential debates and how they will affect J! and Wheel during late September and October here on the west coast?

Right now, the three presidential debates are set for Thursday, September 30; Friday, October 8; and Wednesday, October 13. The vice presidential debate is set for Tuesday, October 5.
Because the networks have not announced their plans for coverage of said debates, I can't tell you which shows (if any) will be preempted or when. However, I can say with certainty that even if Jeopardy! and/or Wheel should happen to be preempted, you will survive. That will hold true even if there's no summary immediately, or an hour later, or two hours later, or ten hours later.

Forget about now. Wheel and J! air right after the debates. But what about November when most of the ABC stations will carry college football Thanksgiving weekend, and J! gets bumped on those stations? How will they reschedule J! if Ken Jennings reaches $2 million?

To answer your other question, Charles Gibson said last night before the debate started that if Ken Jennings hits $2M, the election will be postponed until Saturday so that Jeopardy! isn't pre-empted.
