Title: Jim McKrell v.o. question

Back in the seventies, along with gameshows, one of my interests was listening to shortwave radio.  There was a station that had the "coordinated universal time" and the voice on that reading the time every minute sounded like the voice of Jim McKrell.  Was Jim the voice of the time station?
