To answer your first question, because the results can be higher than 99 since the questions weren't restricted to a 100-person survey.

To answer your second, I believe they did change clothes for each day taped, but don't quote me on that.

 Yes, but there were some EG questions that either made it obvious or definitively stated in the question that the answer would fall between 1 and 100, particularly when they asked for a percentage as an answer. Certainly they could have still used the game electronics for those, and they didn't.

 Because the answers could have more than two digits in them. However, in some early episodes with Educated Guess questions when the answer was from 0-99(most notably in the Rafferty version), they used the normal display.
