Jeopardy! Tournament of Champions question

A Facebook link to an article claiming that "fans" of Jeopardy! want the rules changed to get more 2-day or longer champions made me realize there's something I don't know about the show.

On Jeopardy!, ever since they got rid of the five-day limit, how do they determine who qualifies for the Tournament of Champions? Is it by wins, with a money tiebreaker? Is it strictly by money? Is it, say, by money, but you need to have at least five wins?

Wins then money—in the old days sub tournament winners received s bid, and these days the Champions Wildcard gets the last one as well.

The standard is wins followed by money, but in the end, it is an invitational, and they reserve the right to invite someone who wouldn't otherwise have qualified. For example, Emma Boettcher, who won only three games but dethroned James Holzhauer.

They can also uninvited someone, or allow a qualifier to defer to a future tournament. Before the nesting doll tournaments during the writers strike I don’t recall anyone who participated who had not won a minimum of three games
