I can only speak for 2012, where we after GREAT debate came up with the "infinite tiebreaker" so as to assure absolutely no chance for a second go-round.  I was never told what they had decided in 2016--as I stated I was only involved in the development process not the production.  I suspect the version that Jason shared might have been evolved from that point, but with some of the folks at the top of the food chain one can never be sure. :)
