Millionaire would have been weekly or multi-weekly by 2000. Monday Night Football was the only thing not pre-empted when Millionaire premiered/came back in November.

ABC had it in 2000 and decided to go with The Practice after Super Bowl XXXIV. I think Millionaire probably would’ve done great, but I did love The Practice.
To answer the initial question, G.E. College Bowl came on after Super Bowl III in 1969. Though I assume this was before it became a highly coveted slot, or has it always been one simply because of the expected audience to watch a football game in the first place?
Looking through it, the reality/competition series to have that slot since then are:
2001: Survivor (CBS, XXXV)
2004: Survivor All-Stars (CBS, XXXVIII)
2012: The Voice (NBC, XLVI)
2019: The World’s Best (CBS, LIII)
2020: The Masked Singer (FOX, LIV)
2023: Next Level Chef (FOX, LVII)
Which means this will be Fox’s third straight Super Bowl going with unscripted content. The last scripted show they plugged into the slot was the 24 spinoff in 2017.

You also have to remember that the Super Bowl in its early days was played at a normal time for a professional football game. A couple of years saw golf air right after the game.
I would figure it was the late 70s before the Super Bowl was established as must see TV.
