My problems are twofold:

1) It's not the government's business to tell pet owners what to do with their dogs.

2) The state of Washington seems to do whatever the state of California does. I suspect the Evergreen State is going to be brimming with forlorn male dogs with nothing to sniff very soon.

So, if a pet is abandoned and is still able to breed, it should be penalized because of someone's neglect?

If the pet is far from the closest community or has no identification tags, the animal must be kept in shelter for a certain period of time until its original or new owner can be found. If the original owner decides against having his or her pet back or no new owner can be found anytime soon, the shelter may allow the animal to reproduce if capable. If the animal is still in the shelter a year after being found abandoned or stray, the idea of mandatory spaying or neutering may take place only if the animal reproduced once.  

I would never propose such a law, but if it ever comes into effect it should only consider abandoned or stray pets. Yes, I always think before I speak.

Are you seriously saying that, under your proposal, animal shelters would not be allowed to spay or neuter stray/abandoned animals unless they'd been in the shelter for at least a year and have had a litter?

You do realize that most if not all animal shelters tend to spay or neuter stray/abandoned animals that have been there for less than a month, hopefully before they reproduce even once...and yet most animal shelters are woefully overcrowded (per the link Tim K. posted, which I'm sure you read, about 500,000 dogs and cats are killed each year in shelters in California alone)...right?

If I'm not mistaken, that contradicts what you said in this post.  But in any event, it's clear that once again, you really don't understand what you're saying.

First, pets. Then perhaps welfare recipients or select minorities next? Maybe Bob and his high-end (sniffing??) friends could set up and fund a batch of Planned Puppyhood clinics to get their wish. That's just another example of "WE want it done, and we want EVERYBODY ELSE to pay for it." Geez...I feel so bad that Bob's little closing lines have failed to solve the problem world-wide. I'd ask if he thinks he's a world leader, but a few unstable Golden Roaders would demand a public debate with me on that...   Grrrr!
