If the show has not been renewed that basically means they already weren’t working, right?

And saying nothing of this specific situation, it's pretty rare to have a new show make its public "we're coming to a screen near you" announcement(s) before a staff is hired. A lot of them seem to happen right before shooting, or during the early days in the studio.
